Why is breeding encouraged by governments?

If over-population is the underlying cause of climate change et al, why is it that the Government actively encourage citizens to breed more people? It’s a known fact that you are better off financially if you have a baby, as the gov will merrily give you a house and various benefits, or credits if you do happen to work.

If you live as a single person, your council tax is only reduced by 25%. How is that fair? If you have 6 children plus partner, total of 8 people, you only pay a quarter more council tax for all of the extra schooling, healthcare, rubbish removal, etc. that these extra bodies require?

The whole thing is completely contradictory to the whole carbon credit thing they’re always going on about.
